  • According to cable television operators, acquisitions continue to represent for them one of the key ways of increasing their revenue given the saturation of the market with services. However, in this case the scale of business conducted by the acquired organisation is important. It needs to have at least 5,000 subscribers, while transactions concerning smaller companies are infrequent. Interesting deals completed by cable television operators this year include the acquisition of Biall-Net by Vectra – the value of the transaction was estimated at PLN 15m.
  • The key trend on the Polish fixed-line telephony market is the gradual replacement of those services by mobile telephony. Also the customers' continued high sensitivity to service prices and the drop in the use of WLR wholesale services by alternative operators are not without significance. VoIP as part of a multi-play offer represents the operators' key response to the decline of fixed-line telephony. In 2014 every third fixed-line telephony subscriber took advantage of services alternative to the traditional PSTN networks. 
 

Market commentary by expert

"The Polish telecommunications market remains an exciting place. Undoubtedly the most important event of the last 12 months is the protracted auction for frequencies in the 800 MHz and 2,600 MHz bands. The auction covers five 5 MHz blocks in the 800 MHz band and fourteen 5 MHz blocks in the 2,600 MHz band). 
 
The course of the auction has demonstrated that the previous expectations of amounts being realistically in the region of PLN 1.5bn-2.5bn were completely at variance with the present situation, as the total of about PLN 8bn has been offered for the frequencies. While in the case of the previous estimates the amounts could be described as unheard of since the struggle for UMTS licences, the present amounts are completely detached from the market reality. Given such a great divergence between those figures, we are of the opinion that the operators offered such large amounts exclusively because they do not accept the possibility that the auction could be actually completed on the present terms. In other words, in our market growth forecasts we do not anticipate a quick completion of the auction as that would involve too much legal risk. It is virtually 100% certain that the outcome will be challenged and Poland may face international arbitration which – taking into account only the change of terms in the course of the auction – will have unfavourable consequences for the regulator.
 
For the sake of completeness: as at 9 October 2015 the auction value reached over PLN 8.1bn (€1.9bn). And that is not the ultimate result as yet another, final round has been scheduled for 16 October, when the operators will still be able to submit higher bids. For frequencies in the 800 MHz band, 1 MHz of a paired block has already been priced at PLN 7.9 (€1.9) per inhabitant. For comparison, in more densely populated countries of Western Europe the corresponding figures were €1.5 in Germany and €1.3 in France. The figure for the Polish market is clearly higher, which is not the case for e.g. the ARPU on the mobile market."
