What are the most interesting trends in the railway construction market in Poland?

 

  • Last year, railway construction has been catching up rapidly. Notwithstanding the positive developments, a lot still remains to be done. It should be also noted that renewal projects are the most advanced of all railway schemes, though they were the last to benefit from the EU funding.
  • With a view to eliminating these obstacles (e.g. delays in obtaining administrative authorisations), in July 2014 the government adopted assumptions for the act amending the act on railway transport. The draft provides for shortening the time for issuing building permits for railway projects from the current 65 days to 45 days. Moreover, according to the draft, PLK and the local authority will be able to take temporary possession of a property, having first provided compensation, that is required to rebuild or upgrade railway infrastructure. The change should be helpful in carrying out future projects, which PLK aims to complete with funds available from the new EU budget.

The plans for EU project funding under the 2014-2020 EU budget specify a list of 64 projects which will receive a priority designation provided that their preparation status and the final amount of funding are sufficient to allow implementation. According to the lists which have been drawn up, renewal projects will represent most of the railway projects in Poland. They are expected to account for some 23% of the planned expenditure, but in terms of the actual scope, they will involve as much as 64% of rail tracks where the work will be carried out.
