  • Public healthcare systems in the CE region continued to be underfunded and characterised by poor infrastructure and underpaid staff.
  • A vibrant private medical market has been emerging in Poland and Romania.
  • Conversely, Hungary has seen a near-freeze in private investment in healthcare over the past two years. The newly-elected government reined in the privatisation of hospitals and failed to introduce incentives for private investors in the industry.
  • The new government in Slovakia is showing signs of support for private initiatives in healthcare, with a revision of the health insurance law in 2011 being the first step in its reform programme for the industry.

Market commentary by expert

The development of the private healthcare sector has been curtailed in all of the six countries analysed in the report. In the past two years investors avoided spending on new ventures in the sector because of the economic downturn. However, the crisis has just as much hit the public sector as budgets shrank over the two years, leading to a deteriorating situation in the public healthcare sector (underfunding deepened owing to cost-containment policies, poor infrastructure, underpaid staff). As a consequence more patients are opting for services in private healthcare facilities.
