  • There is intense competition and considerable fragmentation on the Romanian IT market. Still, in 2009-2010 there were several significant M&A deals and those companies that got into financial difficulties as a result of the economic crisis were bought by competitors or partners.
     
  • The economic crisis in Romania heavily impacted IT spending in both the corporate and private sectors as well as it changed the structure of IT sales in Romania. The share of hardware in the overall market value declined.
     
  •   An increased demand for IT services in the next few years is possible in the public administration, given that a number of projects have been delayed and are in the pipeline connected with the expansion of electronic public services and e-administration.

Market commentary by expert

In 2009 real GDP in Romania declined by 7.1% and continued to fall in the first nine months of 2010. Before 2009 the Romanian economic boom was facilitated by an inflow of FDI, growing exports and loans acquired abroad. At present general investment prospects for the IT industry in Romania in 2011-2015 remain mixed yet positive. A recovery is expected in the second half of 2011, after which the demand for IT products and services will begin to grow more significantly during 2012.

In H1 2011 Romania will adjust to the VAT increase, cuts in social programmes and reductions in public sector salaries and pensions introduced in H2 2010. Also, the Romanian government has allocated a budget of €500m for the implementation of e-government programme in 2010-2013. All these require IT investments and represent opportunities for IT services and software vendors.

Last but not least, M&A activity. It may now be very cheap for foreign players to acquire Romanians companies. One of the most recent examples is ABC Data, one of the largest IT wholesalers in Poland, which acquired a 51% stake in the leading Romanian distributor Scop Computers.

  • "Single user licence" entitles the client to use the product (in its entirety or in part, and in the case of an online product also to use the access data to this product) only and exclusively in the following fields of exploitation:
    • - for the product preservation: saving the product in the memory of one computer belonging to the client;
    • - for multiplying and making the product available: multiplication of the product by production of its copies either by printing or by digitalisation (e.g. on a disc, CD-ROM, DVD, magnetic tape, magneto-optic carrier, print and electronic devices, including electronic paper) for the individual use of one person only, who is indicated by the client during purchasing process.

      Any other preservation, multiplication, copying and dissemination etc. which is beyond the scope of this licence is strictly forbidden.
  • "5-user licence" entitles the client to use the product (in its entirety or in part, and in the case of an online product also to use the access data to this product) only and exclusively in the following fields of exploitation:
    • - for the product preservation: saving the product in the memory of 2 to 5 computers belonging to the organisation indicated by the client while purchasing process; these computers must be located in the same country as the organisation indicated during purchasing process;
    • - for multiplying and making the product available: multiplication of the product by production of its copies either by printing or by digitalisation (e.g. on a disc, CD-ROM, DVD, magnetic tape, magneto-optic carrier, print and electronic devices, including electronic paper) for 2 to 5 people who work for the organisation indicated by the client during purchasing process, and who are in the same country as the organisation indicated during purchasing process.

      Any other preservation, multiplication, copying and dissemination etc. which is beyond the scope of this licence is strictly forbidden.
